1、实(shi)(shi)名编(bian)制:即(ji)传统意义上的“编(bian)制”。以编(bian)定岗(gang),管理到人,办理入(ru)编(bian)。使用实(shi)(shi)名编(bian)制人员(yuan)必须办理入(ru)编(bian)手续,人事部门(men)办理增(zeng)加人员(yuan)计(ji)划和核定工资,财政部门(men)按实(shi)(shi)有在编(bian)人员(yuan)拨付(fu)工资和经(jing)费(fei)。
3、非实名编(bian)(bian)(bian)(bian)制:为(wei)聘用(yong)人员(yuan)(yuan)使用(yong),只管数量,不明确到(dao)人,不办(ban)理入(ru)编(bian)(bian)(bian)(bian),俗称(cheng)“定编(bian)(bian)(bian)(bian)定岗(gang)不定人”。使用(yong)非实名编(bian)(bian)(bian)(bian)制人员(yuan)(yuan)由单位(wei)根据实际需要、在核定的(de)编(bian)(bian)(bian)(bian)制数内设定适(shi)当的(de)岗(gang)位(wei),并(bing)采(cai)用(yong)规(gui)定的(de)程序招录(lu)聘用(yong),签订聘用(yong)合同,不办(ban)理入(ru)编(bian)(bian)(bian)(bian)手续。具体聘用(yong)人员(yuan)(yuan)报机构(gou)编(bian)(bian)(bian)(bian)制和人社部(bu)门备案,财政部(bu)门按(an)相关标(biao)准(zhun)拨付经(jing)费。非实名编(bian)(bian)(bian)(bian)制人员(yuan)(yuan)待遇与(yu)实名编(bian)(bian)(bian)(bian)制人员(yuan)(yuan)实行同岗(gang)同酬,有关社会保(bao)险按(an)国家(jia)政策规(gui)定标(biao)准(zhun)购买。
3、控(kong)制(zhi)(zhi)数:类似(si)于临时(shi)聘(pin)用人员,待遇上享受(shou)在(zai)编(bian)人员同等待遇,签订(ding)聘(pin)用合同,录(lu)用后暂不办(ban)理入编(bian)手(shou)续,职位调动只限(xian)本县内(nei),跨县需要参加(jia)招聘(pin)考试,有空编(bian)时(shi)直(zhi)接(jie)从控(kong)制(zhi)(zhi)数补充,再(zai)办(ban)理入编(bian)手(shou)续。
